I like the handshake/error correction hypothesis here.  That sounds very
good. (It's reasonable also that both ends of the handshake will differ
only slightly, as the two tails do.)

> Secondly, consider the 0xff terminator -- does this give us any help on what proto it may be using?  Can we compare that at all with the 0xf3 preamble?  Is that even a preamble?  Can we presume this is both sides of the communication, or that it's just one end?  (The source is not specific -- 'tapped off an unprotected modem connection' may mean full or half duplex.)

I got the impression from my *source* that this was just a single
message, like it deciphers to a nice quote or something in the same way
as every other crypto challenge. (I just made the quote thing up,
though.)
